I'm 41 with combo dry skin and can wear all 3 as long as I prep well and use a damp sponge. I use the Good Molecules Silicone Free Priming Moisturizer or Tatcha Silk Canvas liquid, apply foundation in a light layer and only build in areas that need it and then will set very lightly with the Hourglass Veil powder.
It largely depends on your skin type. Me, I have normal/dry skin and find I don't need to use powder with it at all (no transfer). I also don't find it to be incredibly matte, but that of course depends on your skin care.
